Mrs. Williams was born August 5, 1907 to the late Floy Newton Parmer and Emmett F. Parmer. She graduated from Midland City High School in 1925 and later taught school at Grimes Elementary School. She served as Postmaster in Midland City for 22 years. She was a member and past Treasurer of Mt. Carmel United Methodist Church. Mrs. Williams was a loving mother, grandmother, and was a focal point of her family for generations. She was preceded in death by her parents, and two sisters, Thelma Dozier and Lucille Hawkins.
