Miss Payne was born in Ocala, Florida. She lived in the Asbury Community and graduated from G. W. Long High School in 1978. She represented Skipperville in the 1977 National Peanut Festival as "Miss Skipperville". She graduated from Troy State University with a Masters of Science Degree in Mental Health and Counseling and moved to Naples, Florida in 1999. She was preceded in death by her parents, E. C. (Mack) and Margaret Snell Payne, and one sister, Peggy Payne Watson.
